This definition applies to NSA, YA, PA, Austudy, PPP and SA.
If a recipient's partner (1.1.P.70) gets a social security payment ( section 23(1)-'social security payment'), the partner income free area is the amount of income that would preclude payment of an allowance or benefit.
If a recipient's partner does not get a social security allowance, benefit or pension, the partner income free area is the amount of income that would preclude payment of an allowance or benefit IF they were qualified.
For YA, if the partner is under 21 years, the appropriate YA rate is used. If the partner is 21 or over, the appropriate NSA rate is used.
