This section describes issues to be considered when assessing eligibility for DSP. In particular it addresses:
A range of allied health professionals employed by JCA providers will undertake medical and CITW assessments for DSP.
Assessments provided in respect of people making a claim or being reviewed for DSP will contain recommendations on, or an assignment of impairment ratings against Impairment Tables, for permanent medical conditions.
On 1 July 2006 the JCA process replaced the previous Better Assessment processes. JCAs are a comprehensive exploration of the person's participation barriers and ability to work, and identify any services that could improve their capacity to work. The assessment includes input from a range of medical and allied health professionals, where appropriate.
Example: James lodges a DSP claim with Centrelink as he has been in a car accident that has limited the movement in his arms. His injury is diagnosed, treated and stabilised. The claim does not result in a manifest grant. As there is no current valid assessment for the injury recorded, the Centrelink assessor refers James to a JCA provider, relevant information (e.g. treating doctor's report) is forwarded to the JCA provider. The assessment undertaken includes an assessment of James' capacity to work and a determination of the Medical Impairment Rating against his injuries. Undertaking the assessment of the JCA provider determines that James' injuries do not meet the 20 points medical impairment rating necessary for granting DSP. The JCA provider also assesses that James would benefit from a vocational rehabilitation intervention. At the conclusion of the assessment, the JCA provider submits a report electronically to Centrelink to inform them in the income support determination and the JCA refers James directly to a vocational rehabilitation provider.
