3) Family allowance & BFP rates - November 1987 to December 1995

Family allowance became known as BFP from 1 January 1993. Family allowance was paid monthly until 29 December 1988. From 29 December 1998, family allowance and FAS were paid on the same payday. BFP rates were indexed annually in January. The following table shows the rates in dollars per fortnight unless indicated otherwise.

As of 1 January 1996, BFP and AFP were combined into a single family payment with a rate structure dependent on the age of the child. Large family supplement (LFS) is paid to families who have 4 or more family payment children. FP rates were indexed annually in January. See SS Guide 5.2.4.30 Family Allowance, FAS & AFP Rates - December 1987 to June 2000, Table 2.

 

4) Standard daily rate calculation table

Before the introduction of fortnightly payments in December 1988, the daily rate was calculated by multiplying the monthly rate of family allowance by 12 and then dividing the result by 365. Any resulting amount of 0.5 cents or greater was rounded up to the nearest cent (former sections 90, 97 and 104). The calculation of a daily rate for a one-child family resulted in an amount of 75 cents. Note, however, that from 15 October 1987 the minimum payment to be applied was $1.00. Where it was necessary to calculate a daily rate the following table was used to calculate the amount of entitlement (former sections 90, 104 and 108). This table shows the rates in dollars per day.

5) Non-standard daily rate calculation table for multiple births

Where it was necessary to calculate a daily rate for the non-standard rate of family allowance where a multiple birth was involved, the following table was used. These amounts were added to the applicable daily rate listed in the standard daily rate calculation table. The table shows the rates in dollars per day.

Example 1: The following is an example of the simple and convenient method used for calculation of entitlement for a family allowance (FA) period where daily rates were applicable.

 

Two dependent children (1.1.D.70). Third child enters care on 31st of the month. Child disability allowance is paid for this child.

FA for 2 children for FA period (monthly rate)

FA for third child at daily rates - $1.28 x 15 days (31st to 4th)

$19.20

Child disability allowance for one child at daily rate $3.68 x 15 days (31st to 14th)

Example 2: Calculation of the daily rate under the family allowance (FA) income test prior to 15 December 1988.

Where a reduced or nil rate was being paid under the FA income test, the rate payable was reassessed when a change of custody occurred or when the child entered or left institutional care. The daily rate payable was assessed in accordance with the following example:

 

Four dependent children. Fifth child rejoins family on 29th of the month. (There are 31 days in this month.) Parental income is $63,000.
