9.1.2.30 Legal Entrants Without a Visa

Introduction

From 1 September 1994 all non-citizens require a visa to enter Australia.

 

Before 1 September 1994 the Migration Act exempted certain categories of non-citizens from requiring visas to enter Australia. The only people likely to fall into this group and be eligible for an income support payment were New Zealanders who intended to stay permanently in Australia and people who, before their arrival in Australia, had permanent residence status in Norfolk Island.
