1. Preface

The Australian Government Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) funds Reconnect.  Reconnect is an early intervention program with an emphasis on family reconciliation.  Following a two-year pilot Youth Homelessness Program, the Australian Government established Reconnect in 1998 as a response to youth homelessness.

The Reconnect Guidelines are the result of consultations conducted with the community sector on their experiences in providing FaHCSIA Youth Programs, Program evaluations, recommendations from the Australian National Audit Office on the administration of Grants and findings from the Youth Pathways Report.

These guidelines provide the framework for the implementation and administration of Reconnect.  The guidelines provide the basis for the business relationship between the Australian Government Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA or the Department) and the funding recipient. They should be read in conjunction with the funding agreement.

The program guidelines include:

FaHCSIA reserves the right to amend these guidelines from time to time by whatever means it may determine in its absolute discretion and will provide reasonable notice of these amendments.
