3. Organisational Environment / System Goals

"Our organisational processes are inclusive"

FaHCSIA will ensure that organisational processes including policies, procedures, strategies, contracts, programs and policy advising are practical, inclusive, responsive, flexible, fair and accountable; in meeting the employment and service delivery needs of people with disability.

a. Public Participation in Consultation

  • Post 'Inclusive Consultation' A practical guide to involving people with disabilities (currently available on CDS website) on the FaHCSIA intranet site and make accessible to all employees.

b. Policy Development and Advising

Internal Policy Language and Content

The language and content of all internal organisational policies are not only compliant with the Disability Discrimination Act (1992) but also consciously inclusive of people with disability.

  • Make 'Better Information and Communication Practices' (currently on CDS website) available electronically to FaHCSIA employees.
  • Make 'Factsheet 5 ' Inclusive Language Tips (currently on CDS website) available electronically to FaHCSIA employees.

Program/Policy Proposals

New or revised program/policy proposals assess the impact on the lives of people with disability prior to decision.

  • Review measurement procedures and identify problems
  • Develop improved measurement procedure (which may require clarifying/rewording the indicator).
  • Post 'Checklist for Developing or Reviewing Policies or Programs' (in previous Disability Access Plan (DAP), p.26) on FaHCSIA intranet site.

c. Engagement of External Service Providers and Purchasing

Publicly available reporting on procurement contracts is in compliance with relevant accessibility standards (i.e., Level Triple-A W3C Web Content Accessibility Guidelines).

  • Online materials are designed and published in reference to relevant accessibility standards.

Contracts with external recruitment providers stipulate that their consultants are disability aware.

  • Provide recruitment providers with the FaHCSIA policy 'Recruitment and retention of people with disability'.
  • Monitor adherence to this policy by requiring external recruiters to report the number of applications, enquiries and interviews offered to people with disability.
  • Stipulate in contracts with recruitment providers that the recruiters must have disability awareness training.

People Branch

All online learning and development materials are designed in compliance with relevant accessibility standards (i.e., Level Triple-A W3C Web Content Accessibility Guidelines).

  • Initiate a review of online learning and development materials (both Internet and Intranet) to determine what level (W3C Web Content Accessibility Guidelines) they adhere to.  From this determine a level of compliance that FaHCSIA will aim to adhere to.
  • Provide all learning and development employees with 'Better Information and Communication Practices' (currently on CDS website).
  • Provide all learning and development employees with 'Factsheet 5' Inclusive Language Tips (currently on CDS website).
  • Ensure all learning and development trainers are familiar with the training resources (case studies) available on the CDS website.

People Branch

Processes for purchasing goods or services from external providers involve consultation with people with a disability whenever those goods and services have a direct impact on the lives of people with disability.

  • Ensure employees responsible for purchasing have copies of 'Inclusive Consultation' a practical guide to involving people with disabilities (currently on CDS website).

Purchasing specifications, Request For Tender and contract requirements for the purchase of goods or services are consistent with the requirements of the Disability Discrimination Act (1992).

  • FaHCSIA's standard form procurement contract currently includes a clause relating to compliance with the Disability Discrimination Act (1992).
